inCode Wireless Names Edward Kingman and Richard Siber To Board of Directors
Executives Bring Global Financial and Industry Expertise to Company Expansion
San Diego, CA - MAR. 14, 2005 inCode Wireless, a global wireless technology and business consulting firm, has named Edward R. Kingman Jr. and Richard S. Siber to its board of directors. Both well-known and highly respected telecommunications industry executives bring extensive experience in wireless businesses to inCode, which is expanding its presence worldwide and recently opened offices in Europe and Latin America.

Kingman most recently served the U.S. Department of the Treasury as Assistant Secretary of Management and CFO. He was nominated by President Bush and confirmed by the Senate for the position. The department has 154,000 employees and an annual budget of $17.5 billion. Responsible for all internal management of the department and its 12 bureaus - including the IRS, Secret Service and Customs - Kingman led dramatic improvements in financial management, systems modernization and a government cyber-security program. Previously, Kingman was President and CEO of EuroTel Praha, the leading GSM operator in the Czech Republic, and Executive Vice President and COO of Grupo Iusacell, SA, the second largest telecom company in Mexico. Kingman earned BA and MBA degrees from American University and attended the Harvard Business School Advanced Management Program.
Richard S. Siber is the President and CEO of SiberConsulting LLC, a Boston-area firm providing strategic, technical and marketing services to wireless companies and enterprises. Last year, Siber retired as Partner and Managing Director of Accenture�s Global Wireless Consulting Practice, where he provided consulting services to mobile operators, equipment vendors and content providers worldwide. He has worked with and advised many of the most senior executives in the global wireless industry. On behalf of the Cellular Telecommunications & Internet Association (CTIA), he has led numerous CEO workshops on industry issues. Siber is deeply involved in government and homeland security initiatives utilizing wireless. He has served as an adjunct professor in the marketing department at Boston College. Siber holds a BA from Boston University and a MBA from Boston College, as well as a certificate of special studies from Harvard Extension School.
